Biden and Xi in Beijing for the first summit of bilateral military-to-military dialogue on nuclear physics and counternarcotics
President Biden is expected to announce agreements on military communication channels and counternarcotics at a solo press conference after speaking with the Chinese leader for the first time in a year.
The leaders met prior to the summit. The White House is attempting a strong-on-China approach, which has seen tensions between the world’s two largest economies rise.
Top among them is an agreement to resume high-level military-to-military dialogue. The communications were halted after Nancy Pelosi visited Taiwan.
The two leaders emerged from the more than four hours of talks with an agreement to stay in touch. Both Biden and Xi agree that they should both be able to pick up the phone and talk at will.
The White House has said that efforts to counteract the trade of Fentanyl will be a topic of Biden and Xi’s conversation.

Yet the dinner showed that many aren’t ready to quit China. “China is still enormously important for any multinational that you can think of, even though they have talked about de-risking,” said Richard McGregor, an China expert at the Lowy Institute, an Australia-based think tank. And the two sides didn’t make much progress on systems to ban the use of artificial intelligence to manage their nuclear arsenals, agreeing only that their officials would keep talking.
They disagreed on a lot of things. U.S. export controls on advanced technology were intended to suppress China, according to Xi. Biden’s effort to enlist Beijing as a kind of peacekeeper in the Middle East — specifically, putting pressure on Iran to not escalate the Israel-Hamas war — was unsuccessful.

A senior administration official said that China preferred a peaceful reunification with the island in their conversation with Biden.
According to the official’s tally, Xi also noted how he had heard reports that China was planning for military action against Taiwan in 2027, or 2035. The administration official said that he said there were no such plans. NPR has contacted the Chinese government for comment.
