The US would like China to discuss the use of artificial intelligence

Biden-Jinping Declaration on Military Use of Artificial Intelligence and the Role of Cyber-Security in the Security of the United States

When US president Joe Biden meets with his Chinese counterpart Xi Jinping in the San Francisco Bay Area this week, the pair will have a long list of matters to discuss, including the Israel-Hamas war and Russia’s ongoing invasion of Ukraine.

The US hopes to have a conversation with China about putting controls on military use of artificial intelligence in hopes of avoiding potential dangers that rapid adoption of the technology might bring.

The declaration creates a community for all states to exchange best practices, provides a basis for building common understanding, and advances international guidelines on the use of Artificial Intelligence in the military.

The plan focuses on using the technology in a responsible way. Easterly emphasizes that, while the agency is “focused on security over speed” in terms of the development of AI-powered defense capabilities, the fact is that attackers will be harnessing these tools—and in some cases already are—so it is necessary and urgent for the US government to utilize them as well.
