Bidens exit from the race is bad news for Trump. Republicans are well-versed in campaigning against Harris, but the elevation of the first multiracial woman will inject new elements of race and gender into a contest that previously was between two elderly white men.

The Democratic party could go through multiple rounds of voting if someone challenges Harris. Much depends on the around 4,700 convention delegates that will convene on Aug. 19 in Chicago. Harris is also likely to benefit from the $240 million the Biden campaign reported it had on hand in the most recent disclosure, but there is some dispute over whether campaign finance laws allow for Biden to just hand it all over to Harris’s campaign.

Regardless, practically speaking, the question may be moot in the short term because of how long the Federal Election Commission takes to adjudicate complaints. Harris would almost certainly have access to the funds through the compressed campaign, and there’s little to nothing the FEC can do about it because of the timeline.

If a candidate for the general election is not a candidate, all contributions made for the general election will either be returned or redesignated.

But he may have to consider his interpretation if the Trump campaign files a complaint with the FEC, or a request for an advisory opinion, on Biden’s efforts to hand over his campaign war chest to Harris.

Given the abbreviated timeline for those complaints to be heard — there are roughly 100 days until the presidential election — Democrats’ efforts to do could also be challenged in court.

The spokesman said thatKamala Harris will not be able to outrun Harris-Biden or her record from the California days.

Specifically, Republicans are already highlighting Harris’s more liberal immigration positions and will argue that she “covered up” for Biden’s mental acuity. Chris LaCivita said that he had lied about it every day.

How exactly voters respond to the Democratic shakeup remains to be seen. TheNPR/PBS News/Marist poll conducted before Biden withdrew from the race but after his poor debate performance, showed Biden and Harris in a statistical tie with Trump.

Speculation quickly fell to contenders in must-win swing states such as Shapiro, Gov. Gretchen Whitmer of Michigan, or Gov. Roy Cooper of North Carolina, where Harris has already traveled frequently in this campaign.

Mark Kelly won the statewide election twice and Democrats believe he could put the state back on the map by the time Biden ended his campaign.

The convention is four weeks away, so Democrats have little time to vet a possible running mate and voters don’t have to find out until after the convention.

To support a potential Democratic nominee, the candidates would either have to rely on Biden donating money to an outside group or they would have to do it on their own. But the candidate would not have control over that money or how it’s used.

The FEC has been hampered by a lack of resources in addressing these kinds of matters. Penalties for campaign violations are usually low, and can be as small as a dollar or two, and are often used for campaigns that spend billions of dollars.

Cooksey said on Morning Edition that process can take a lot of time and that there’s not a lot of time until the election.

It was noted that clever lawyers can always come up with problems. They are in the business of doing that. I wouldn’t be surprised to see someone challenge it.

“The bottom line is it’s the same committee,” Weintraub said. She has always been a part of that committee and she never had a separate contribution limit apart from this one. It’s not just me. Lawyers all around town are saying the same thing. Someone could undoubtedly come up with a technical argument, and I would keep an open mind, but it doesn’t seem all that complicated to me.”

She pointed out that Harris was on the statement of organization for the Biden presidential campaign committee as one of the candidates.
