HOUSTON — The school district in Uvalde, Texas, said on Friday that it had suspended the operations of its Police Department amid ongoing questions about its officers’ response to the May 24 mass shooting at Robb Elementary School and a sustained protest by victims’ parents.
The district had previously fired the chief of the department, Pete Arredondo, who state officials have said was the incident commander during the shooting and bore responsibility for delaying a confrontation with the gunman for over an hour after the shooting began. A person killed 19 children and two teachers.
On Friday, the school district placed the person who took over for Mr. Arredondo on administrative leave. The director of student services decided to retire, according to the statement.
Harrell had also emailed staff to inform of his plan to retire, saying, “I am in my 31st year in education, all served and dedicated to the students and families here in Uvalde.”
He made the announcement last week that he would be stepping aside because of the backlash over the way the school massacre was handled by law enforcement.
“I am truly grateful for your support and well wishes. In his post on social media, which was published on October 10, he stated that his decision to retire had not been made lightly. It was difficult for my wife and I to decide to leave the community that we have lived in for many years.

In the weeks following what became the deadliest school shooting in the US since 2012, the apparent stonewalling by some officials regarding law enforcement response that day compounded grief that permeated among victims’ families and the Uvalde community.
The police officers who stood in the hallway of the school while the shooter stayed in two classrooms were angered by the news that 21 people were killed.
The sister of Irma Garcia, a teacher killed in the shooting, has demanded that all board members step down and for the principal and vice principal to be removed from their positions.
In a social media post, Harrell wrote, “My heart was broken on May 24th and I will always pray for each precious life that was tragically taken as well as their families.”
The extreme delay in law enforcement’s response during the shooting has been heavily criticized and contradicts a widely taught protocol for active shooter situations that instructs for the immediate stopping of the gunman.
After the gunman entered Robb Elementary and began firing, multiple officers arrived on the scene minutes later. After taking fire from the gunman, they retreated to a hallway while the gunman remained inside the classrooms for a total of 77 minutes before a tactical unit forced their way in and killed the shooter, according to a timeline from the Texas Department of Public Safety.
CNN reported earlier this month that the Uvalde school district had hired a former Texas Department of Public Safety trooper under investigation for her response to the massacre.
One of the first officers to arrive on the shooting scene, Crimson Elizondo was heard on body camera footage talking to a fellow officer who asked if she had children at the school that day.
A spokesman for the district said that the principal of Richneck Elementary School had been moved within the district.
School and district leadership have come under fire in the weeks since a first grader allegedly shot a teacher inside a Richneck classroom on January 6, with students there slated to resume classes for the first time since the incident on Monday.
The principal and the assistant principal were principals at the time of the shooting. Newport News Public Schools has a woman who is still employed. Dr.Parker stepped down. The district told CNN Sunday that they have nothing to share at this time.
The district said that Karen Lynch will be the administrator on the special assignment.
As Police Chief Steve Drew has said, “no School Resource Officers have been assigned to Richneck. Some classroom doors have been repaired or replaced, the district told CNN.

The email was sent to students and their families after the announcement of the new administrator.
Lynch encouraged families to send their children to school using “their typical mode of transportation to school and home” and asked that families send their children to school without a book bag as the school will provide them with clear book bags for use on Monday.
The school will be limiting visitors in order to allow staff to establish routines and procedures for students, according to an email. A parent cannot enter a classroom and those who choose to walk their children to class are subject to search.
The school shared an Amazon wish list of emotional support items that teachers requested for students to aid in the healing process on the school page on Sunday evening.
The father said that his son is still scared. He wants to go back to school, but he doesn’t want to be a victim of crime.
The school’s alleged failure to act is “horrifying,” Garcia said, adding, “The people who know about this failed us and they failed the security measures of everyone that’s inside of that school.”
Zwerner was critically injured when a bullet passed through one of her hands and struck her chest, police have said. The teacher is out of the hospital.
“Over the course of a few hours, three different times – three times – school administration was warned by concerned teachers and employees that the boy had a gun on him at the school and was threatening people,” attorney Diane Toscano told reporters.
On January 19, the family said the boy has an “acute disability” and was receiving care at the school. They said that a family member was usually with him in class, but not the week of the shooting.
Under Virginia law, it is a misdemeanor for an adult to leave a loaded, unsecured firearm in such a way that it could endanger a child under the age of 14. For a person to knowingly allow a child under 12 to use a firearm is against the law.

The shooting at East High School was reported at about 9:50 a.m., and police and medical responders arrived on the scene “very quickly” to find two adult men with gunshot wounds, Denver Police Chief Ron Thomas said.
“We are looking for the suspect,” Mayor Michael Hancock said. We will find the person who put everyone in danger and wounded two staff members who were trying to keep everyone safe, and we will hold them accountable for their actions.
The mayor told residents to lookout for the student, described as African American with afro and wearing a hoodie with an astronauts on it. The student should be considered “armed and dangerous and willing to use the weapon, as we learned this morning,” the mayor said.
Another student was sent to a hospital because of an allergic reaction, the mayor said. Paramedics were already in the building for that incident when the shooting occurred and so were able to immediately treat those wounded, Hancock said.
Opened in the late 1800s as the first high school in Denver, East High is considered to be one of the top schools in the city, according to Colorado Public Radio’s Ben Markus.
The high school in the City Park neighborhood of Colorado is a historic landmark because it was built in the Jacobethan Revival style. The school website states that the clock tower is very similar to Independence Hall in Philadelphia.
The school will implement a controlled release once police allow, according to the Denver Public Schools. Students who commuted themselves will be escorted to their cars, students who ride the bus will be held on campus until their bus arrives, and students who are dropped off by a parent can be picked up from a separate location, the tweet says.
Two people were shot at a recreation center in September. A week later, the school went into lockdown for reports of an active shooter that were ultimately proved unfounded, Denverite reports.
Officials said that a 17-year-old student opened fire at East High School, injuring two school administrators and causing hundreds of students to go into lockdown.

Police said the suspect, later named Austin, fled the scene. Park County issued a shelter-in-place order after his car was found next to a wooded road.
The Park County Sheriff’s Office lifted the shelter-in-place order on Wednesday, but they did not know until Thursday that the body was that of Lyle’s.
According to Colorado Public Radio/Denverite, a spokesman for Denver health identified the administrators as Eric Sinclair and Jerald Mason. Sinclair remains in serious condition after undergoing surgery. Mason was stable when he left the hospital.
The administrators were shot at the front of the school, away from other students, as Lyle was doing a routine morning search for weapons.
The police did not respond to questions about how long Lyle was under the safety plan or the incidents that led to it. They did confirm the school hadn’t found a weapon on him before.
A spokesperson for the school district said that Lyle had been expelled from Overland High School in a neighboring district for “violating board policy,” according to Colorado Public Radio/Denverite.
In 2020, Denver’s public school system decided to remove its armed school resource officers, which had monitored the school campuses, out of concerns for the treatment of young students of color, according to Denverite.
“This should never — as a parent, I can tell you — never be a concern of a parent, whether or not their kids are safe in their building,” he said from the campus grounds on Wednesday, visibly shaken.
